1. RULES
The regatta will be governed by the 2001-2004 Racing Rules of Sailing, the prescriptions of US SAILING, the ISSA Procedural Rules & PCISA Procedural Rules, this Notice of Race (except as modified by the Sailing Instructions), and the Sailing Instructions. The regatta is classified as a Category A event. 

2. ELIGIBILITY
2.1 A team is comprised of a minimum of 4 and a maximum of 8 sailors who MUST attend the same high school. Competing schools must be members of PCISA and all sailors must be registered with the PCISA. Teams must be accompanied by a designated Adult Team Leader/ Chaperone, who may be an advisor, coach or parent and must be recognized by the school. That Adult Team Leader/Chaperone will be the only individual authorized to speak with authority to the organizing authority.

2.2 Selection of competing schools will be determined by PCISA Procedural Rules. 

3. ENTRY AND COMMUNICATIONS 
3.1   Eligible schools must email their intent to compete to the Regatta Registrar no later than midnight on April 10, 2003.  The email address for intent to compete is: momrulesall@yahoo.com

3.2   Schools intending to compete must then submit completed Entry and Waiver Forms, along with payment of entry fees and boat damage deposit, by mail to the Regatta Registrar with a postmark no later than April 18, 2003.  Entries not postmarked by April 18 will be relinquished to the next eligible school.  Mail forms to:  Jill Mantz, PCC Registrar, c/o 88 Sycamore Avenue, Mill Valley, CA 94941.  Contact # is (415) 388-3528. 3.3  PCISA membership will be verified upon receipt of entry forms and at the time of final registration at the regatta site. 

4. ENTRY FEE
4.1 There will be an entry fee of $40.00 per sailor. In addition to the racing, entry fee includes 2 lunches, one dinner and a t-shirt.

4.2 Additional lunches and dinners may be ordered with the entry form. It is intended that breakfast will be available for purchase on the dock each morning.

5. BOATS
5.1. Collegiate FJ’s will be used. Each school is responsible for bring one race-ready boat.

5.2. Sails will be provided by the organizing authority.

6. CHARTER BOAT DAMAGE DEPOSIT
6.1 Limited charters are available. Contact the Youth Director (435-9525) at the San Francisco Yacht Club.

6.2 $300 boat damage deposit is required. Please provide a separate check with registration. If not needed, the deposit will be returned at the end of the regatta.

1100 – 1700  Practice
1600 – 1800 Early Registration 
Each team will be allowed to practice in their own boat. Some coach boats may be available. If you wish to practice on Friday contact SFYC Youth Sailing Director to schedule in advance at (415) 435-9525. 

Saturday, April 26, 2003
0730 - 0900  Registration.
0800 - 0915 Rigging of boats
0930  Sailor's Meeting - MANDATORY.
1000 Tow to racing area leaves SFYC Youth Dock
1100  First Warning. Racing will continue throughout the day.  Lunch will be available (lunch included in registration fee), during boat rotation from the rotating platform. There will be no lunch break.
1830  Dinner at SFYC 

Sunday, April 27, 2003
0800 - 0900 Rigging of boats.
0900  Sailor's Meeting - MANDATORY.
0930  Tow to race area leaves SFYC Youth Dock
1030  First Warning. Racing will continue throughout the day.  Lunch will be available on the water, during  boat rotation. There will be no lunch break.
1600  No race will be started after this time.
1700  Trophy Presentation.

All times are approximate. Changes will be posted on the Notice Board. 

8. RACING AREA/VENUE
8.1 Our intention is to hold racing in Richardson’s Bay, Tiburon, California.

8.2. If conditions warrant we may make the decision to change the racing venue within the same proximity to San Francisco Yacht Club. If a change a venue is deemed necessary sailors will be notified at the Competitors Meeting scheduled before racing each day.

8.3. Team members, coaches and spectators will be able to watch the racing from spectator boats provided by SFYC and rotations will be completed off the designated barge.

8.4 PLEASE READ THIS: Please note that spring sailing conditions in around San Francisco yacht Club can VARY from light to very windy and gusty conditions. Most local sailors prefer to sail in wetsuits! THE WATER IS COLD. Please dress appropriately for these conditions. 

9. COURSES/FORMAT
9.1 Based on conditions, the Race Committee will determine the courses. Short college-style courses will be used. A complete "Round Robin" will be attempted using the "Navy Special" format (Race two races in a division, then rotate boats and divisions).

9.2 The Race Committee will run as many races as possible, up to a complete Round Robin. Sailors will be expected to rotate quickly and efficiently. Particularly on Saturday, races may be run until 7pm.

9.3 Sailors not racing are to remain on the rotation dock during racing unless otherwise directed by the Race Committee or in the event the sailor is going ashore. 

10. SCORING
10.1 The regatta will be scored using PCISA Procedural rules. A "fast track" preliminary protest hearing system may be used. Details will be in the Sailing Instructions and discussed at the Sailor’s Meeting. 

11. HOUSING
11.1 Teams are responsible for their own housing.

11.2 Limited housing may be available for teams from out of the area. Such housing, should it become available, will be allocated on a first come, first served basis for fully completed Entry Forms received after April 18, 2003. 

12. FOOD/SHIRTS
12.1 A food package will be available to team members and to anyone traveling with them, if they choose to purchase separately on the Entry Form. The cost will vary depending on what is ordered. Available meals will include: two boxed lunches and one dinner. Food is part of the registration fee for each team member; however, coaches must order their meals as extras on the Entry Form.

12.2 Additional food orders must be ordered a part of your advanced entry, in advance of on-site registration.

12.3 Some additional shirts may be available at the site. 

13. TRAVEL AND TRANSPORTATION
13.1 Both San Francisco International Airport (SFO) and Oakland International Airport (OAK) are approximately 45 minutes away and convenient. SFO is a much larger airport and generally has more flights available. OAK is, however, much more user-friendly.

13.2 Because the sailing venue is north of the Golden Gate Bridge, renting a car or van is highly recommended. 

14. COACHING
14.1 Team leaders, chaperones, advisors, coaches and other support personnel may go afloat in the sailing area on April 26 and 27, 2003 only on designated spectator boats provided by SFYC. Coaching can only be done on the rotation barge. The penalty for failing to comply with this requirement may be the disqualification of all boats, competitors and teams associated with the infringing support personnel. 

15. PRIZES
15.1 Prizes will be awarded to schools placing 1st, 2nd and 3rd and to skippers and crews placing 1st, 2nd, and 3rd overall. Additionally, the team’s top skippers and crews will have their names engraved on the Wakeman Trophy.

15.2 The top five (5) teams, based on this regatta and the results of the PCISA 10% regattas will receive invitations to participate in the ISSA Mallory Championships. 

16. OFFICIAL NOTICE FOR ALL PCC PARTICIPANTS:
No contestant shall use, either on or off the water, alcoholic beverages (beer, wine, distilled spirits), or use any controlled substance (marijuana, cocaine, etc.), the possession of which is unlawful. Infringements of this regulation and/or other discipline expectations occurring during April 25-27, 2003 may be the basis for disciplinary action. Discipline problems and enforcement of this regulation will be handled promptly by an adult Discipline Hearing Board which will consist of three adult members; the Regatta Chairman or a designee, a member of the PCISA Board of Directors or a designee and the Chief Judge or a designee. The Discipline Hearing Board shall, at a time and method selected by it, meet to hear any problems and its decision to impose scoring penalties, or any other sanctions it alone deems appropriate, including summary removal from the entire regatta, shall be final without appeal permitted.
